KABUL, Feb 26 (Reuters) - An explosion rattled windows in the diplomatic quarter of the heavily fortified Afghan capital on Thursday morning, sending the city's embassies onto high alert. "This is a security announcement: there has been an explosion inside the city," the British embassy broadcast to staff on its compound.
